FIFA Confirms New Rules for 2026 World Cup
FIFA has confirmed a number of new rules and amendments that will be implemented at the 2026 FIFA World Cup as football’s lawmakers continue efforts to reduce time-wasting and improve the flow of the game.


One of the major changes involves throw-ins, with players now expected to restart play within five seconds. Deliberate delays could result in possession being awarded to the opposition.

Goalkeepers and defenders will also face stricter enforcement during goal-kicks. Teams that intentionally waste time may see the opposing side awarded a corner kick.


Substitutions will also be more tightly controlled. Players being substituted must leave the field within 10 seconds using the nearest exit point. Failure to comply could force their team to temporarily continue with 10 players while the incoming substitute waits before entering the field.


Medical treatment procedures have also been adjusted. Outfield players who receive treatment from medical staff will generally be required to remain off the pitch for 60 seconds before returning. Exceptions will apply in certain situations, including goalkeepers, serious injuries, and incidents where an opponent receives a disciplinary sanction.

Another notable change concerns player conduct. Football authorities have indicated that players who deliberately cover their mouths during confrontations with opponents or match officials could face serious disciplinary action, including the possibility of a red card.


VAR powers have also been expanded. Video Assistant Referees will be permitted to check whether a corner kick has been correctly awarded, provided the review is completed before play restarts.


In addition, players dismissed for receiving a second yellow card may benefit from a review of the second caution. However, VAR will not be used to proactively review incidents that could potentially lead to a second yellow card.


The new measures are designed to improve match control, reduce gamesmanship, and ensure more effective use of playing time during football’s biggest tournament.
