FIFA Backs Down on World Cup Investment Plan Following Global Opposition

FIFA has officially withdrawn its controversial proposal to sell a minority stake in its commercial and tournament business after facing fierce resistance from football confederations and senior figures within the organisation.

The decision marks a major setback for FIFA president Gianni Infantino, whose plan had threatened to trigger an unprecedented boycott of FIFA competitions by several of the game’s most influential governing bodies.

The proposal centred on the creation of a new company, FIFA Forward Enterprises (FFE), which would have managed FIFA’s flagship competitions, including the FIFA World Cup and FIFA Club World Cup. FIFA intended to sell a 21 percent stake in the entity to private investors, with the deal expected to generate around US$4.2 billion to boost funding for its 211 member associations.

However, the plan quickly came under intense criticism. UEFA, Concacaf and the Asian Football Confederation (AFC) all voiced strong opposition, with UEFA warning that its 55 member associations were prepared to boycott FIFA tournaments if the proposal was approved.

Following days of growing pressure, Infantino confirmed that FIFA had decided not to proceed with the project.

“Having listened carefully to all the views, it has become clear that the project has created divisions that are no longer in the interest of the objective set out in the first place”

“Our purpose has always been — and will always be — to unite and improve. As a result, this proposal will not proceed,.” Infantino said in a statement.

The backlash also exposed divisions within FIFA itself. Adviser Carlos Cordeiro resigned after criticising the proposal, while FIFA chief operating officer Kevin Lamour publicly distanced himself from the project, increasing pressure on the organisation’s leadership.

The controversy has cast fresh doubt over Infantino’s position ahead of the 2027 FIFA presidential election. Although he has led FIFA since 2016 and was widely expected to seek another term, the failed proposal has weakened his standing after one of the biggest governance disputes in recent football history.

For now, FIFA has shelved the investment plan, bringing an end to a contentious debate that had raised concerns over the future control of football’s biggest competitions.
